Do you put your new 40" flat screen TV on the road outside your house to show it off? Or drop your wallet to show how much money you have? Drop an item to show it off and thinking that noone will pick it up is just stupid. Use Ctrl or trade window to show off the in game items. If any items were drop on the ground, then it's fair game to anyone.
Ethically, Morally? I'll stick my two fingers upto them, or just one finger depend on how I feel. If they want to be an idiot let 'em, I say.
Edit: My comments are entirely and only directed at those who drop their l33t items just to show off. Not for those who drop their items when their bags are full as stated below.

I did that in HoH when i had forgotten to clear my inventory before entering.
It is wrong ethically, but you can't do much. Greed is in everyone.
To drop those items just to show off is just plain stupid, and they deserved to lose those items if someone picked it up.
If i am to pick up any weapon that joker dropped just to show off, i will drop 1 gold as a 'thank you very much' gift.
Be prepared to be bombard with PMs after the incident with all the nasty comments.

Actually, if someone picked it up and ran off with it, it would be considered stealing, and you could get charged with such IRL. Just a bad analogy. In the game? Well, there is no bannable thievery unless it's a scam (intentional misleading, or not living up to an agreed upon transaction).

While I couldn't pick it up myself, I can't feel any pity for the victim, it really is a stupid thing to do... So rich you want to show off like that? You can afford another one... But as I said, it's ethically wrong, and I wouldn't do it.
Reminds me of a time when I was in FoW with a PUG, a Key dropped and it was like no-one could see it, I even told the guy he was leaving his Key behind, he stood near it and didn't grab it. Well we nearly wiped after that, just me and an Ele that didn't seem to speak English, no res's left, I said he could have it, he didn't get it, he ran in casting, I didn't leave the poor guy and grab the key... Oh, no, I ran in after, and died... Very stupid decision. Moral? You really feel like a jackass taking someone else's stuff, even if they don't seem to want it...

Not bannable would be my choice. Dropping golds (or any item) is just plain not so smart to do. If you want to give it or show it to a certain player, use the trade function.
Also, when people drop something, I interpret it as that they don't want that item anymore an making it free fo anyone to pick it up.

When they drop, it is an invitation to the world to pick it up. It is your choice to take it or not. The player know the risk before dropping and knowing the threat, he still dropped them. No offense to the one who picked them up.
Just ask anyone in guildwars with the right state of mind. People who drop items = Abandon/Forfeit of items. Invitation to treat, nothing is wrong with us picking any items the player dropped.
This cannot be said to the wallet case. No one with the right state of mind will drop their wallet and hope someone will just check it's value and leave it alone.
Unless you are a saint with no sins, you just can't resist taking them. If you are someone without any sins, you must be lying.

There is this amusing story about droks runner:
To show off he dropped warious golds on ground, such as perfect r8 chaos axe. He did it without fear as his runees were all dead and wouldnt zone him out.
He danced a bit, picked up his stuff and zoned in.
Problem is, he didnt pick it all up, and his precious r8 chaos axe was lost. (would be more funny if he forgot to pick out his sub absobtioned obsidian chet piece :-/)
lesson is (for me): if someone drops stuff on ground, they should think it over twice.

i don't think it's a bannable offense. however, it's not nice to steal that person's item. but, it is fun to pik it up, and then give it back after a while, just to make them beg a bit :P

I agree with everyone else here. Wrong, yes. Bannable, no. I saw a guy lose his gold Tormented shield this way. Though, I have to admit, I did chuckle to myself that he lost it by being such an idiot.

Well, I've never picked golds that some show-off has dropped in my group, nor have I left a dead ally to rot while I grabbed his loot. That's just ethically wrong.
However, I do pick up stuff that others don't want. I don't sell much ingame so most of my money comes from merching everything. I grab all my drops, even the crappy white stuff. I also grab all your crappy white stuff that you left sitting there.
The biggest bounties are on fow trips. You get together a group of 8 people and attack the shadow army. After that you all decide to head over to the forge. On the way you clear out all the enemies on the big battle plain and then clear the forge and unlock the forgemaster.
At this point, 2 warriors decide they're done and leave. The ele says it's pointless to continue without tanks and leaves. 1 monk leaves without saying a word. The 4 of you that are left figure it's pointless with only 4 people. Everyone says, "good group" "had fun" "thx for the trip" and leaves. I then backtrack over the cleared out forge, battle plains, shadow army mounds and grab all the white and blue drops that people didn't figure were worth picking up. I can usually find at least a couple k worth.

Sainthood depends on resisting temptations much greater than stealing some dufus' imaginary wealth. Usually, sainthood depends not so much on being sinless (they are not), but on good works.
I've only seen this happen a couple of times, where somebody dropped their pretty weapons to show off and someone else tried to pick them up. It makes me feel like I'm sitting around with a bunch of little children fighting over a toy, and I just leave the group.
I've never seen anyone camp over someone else's drop, when that person has died - and I'm glad, because that's pretty mean.
But no, I wouldn't call either offense bannable.

Neither are bannable imho.
The first example is just rather funny to me. If someone insists on dropping things on the ground in front of strangers, than its their fault if someone else picks it up and keeps it. I wouldnt, but I would find it rather laughable if that happened.
In the second example, I have rarely see that in a games I have played, since you have to leave someone dead for a decent amount of time for that to come up (unless you're backtracking). In either case, its just an indication that those are people you dont wish to party with again. It is, after all though, only a 1k drop until identified, ultimately, unless its a green. Hardly a call to ban someone, but it is very poor sportsmanship.

I was getting run to beacons once and one of the other guys getting run kept dropping his gold and green daggers on the ground to show off. Well, it turned out to be a very stupid decision because right as he dropped some req8 aureate daggers, the runnner zoned. I laughed soooo hard.
Agree with everybody else on the not moral correct and not banable.

I do this alot with my friends and occasionally, they would take my weapons, runes, or holiday helms but always gave it right back. Bannable, no... driving peoples insane cuz someone drops an Gold Crystalline Sword on purpose? Yes!
